Added Dependency Checks Using New Tool #635

This PR introduces a new tool located at tools/dependencies.py to perform various dependency checks. The following checks have been added:

checking if python is installed and if it is correct version.
checking if python requirements is installed and if it is correct version.
checking if node is installed and correct version.
checking if node packages are installed and correct version.
checking if java is installed
checking if chrome is installed and can be run using sitespeed (node version)
checking if firefox is installed and can be run using sitespeed (node version)

Run new tool by typing below in your terminal when in your webperf-core folder: python tools\dependency.py
