Add Web development page and its content #51

Create a new folder called webdev in the Course folder and make an web development page just like the one made for ML. Add the content in the timelines. You might find some of the resources in the courseMaterial folder

What should I keep in the course and blog section as in the course material these are not present only one file for youtube videos is present.
