공지 API 잘못 작성된 endpoint 수정
공지 API DTO 추가된 파라미터 추가
홈화면 내에 공지 카드 리스트가 출력되도록 recyclerview 의 고정 높이 부여
공지 카드를 클릭했을 때 공지 화면으로 넘어가도록 클릭 리스너 설정 및 구현
DTO 내에 포함되어 있는 id, Int 타입에서 Long 타입으로 변경 (int64 는 long 타입과 그 범위가 같음)

Link Height tasks by mentioning a task ID in the pull request title or commit messages, or description and comments with the keyword link (e.g. "Link T-123").
