공지 내용 html 태그 핸들링 로직 추가

• html 태그가 그대로 화면에 노출되지 않고, 결과가 반영되도록 하는 함수 추가
• 공지 상세 뷰 하단 패딩값 제거

Link Height tasks by mentioning a task ID in the pull request title or commit messages, or description and comments with the keyword link (e.g. "Link T-123").

💡Tip: You can also use "Close T-X" to automatically close a task when the pull request is merged.
