Expose -d and -u in GUI #810

Please expose -d and -u in GUI as selectable default option per torrent.
Stronger torrents eat into the share of the weak torrent. Setting a fixed limit
per torrent lets even the weak torrent grow up to its maximum potential.

It is true that the problem can be somewhat mitigated by setting weak torrent
to high and others as low (normal lets strong torrents eat too much into weak
torrent's quota), but this is not automatic! -d selected as default option
would be as close to automatic as possible.

This is especially important in daytime limited speed settings because a weak
torrent can be left much behind. In worst case it will result in the daytime
quota not being fully utilized (weak torrents not rising up to limit), but this
is the conscious risk users take should they use this option.
