Update push-actions.yml to include newer Python versions in testing matrix
Add pull-request-actions.yml to run just the tests when a PR is opened against main

Actually, the entire deployment flow should be changed to allow contributions to main without automatically resulting in a release as this puts the onus on the contributor to correctly version the changes.

Changes

Production deploys should be changed from main to release/x.x.x
PRs to main should trigger the default job i.e run linting and tests
Staging deploys should be triggered by pushes to prerelease/x.x.x
