Settings menu #26

there should be a settings menu in the navigation drawer. All Settings can be set via remote config #25 . It should provide following setting options

visible to user

type name options default value description
options mobile upload full/manual measurements only/restrict upload to wifi full When should we sync with the cloud?
options head circumference no/optional/mandatory optional is head circumference measured?
options MUAC no/optional/mandatory mandatory is middle upper arm circumference measured?
switch onboarding screens true/false true show instructions on measurement process before each scanning step
