I don't want my admins messing with the per rank limits and other settings, just allow them to restrict a player that is abusing from spawning certain things.

You can already do this, you can give them access to "restrictuser" but not "restrict". They will still be able to see the GUI of the usergroups, but they wont be able to change anything.
