Change how monarch is elected. Both variants aim to preserve current behaivor of monarch election being D0 and it not being re-elected.
1️⃣ add monarch into the election order, but make picking a heir a forced action - more consistent as it then works same as all the other elected roles, but there is a chance both monarch and heir die at the same time causing a re-election 2️⃣ a mayor cannot be elected until a monarch is elected - not consistent with current elected roles, but monarch re-election is impossible 🚫 keep current behaivor abstain

mctsts: my data is based on one game so it may be flawed
mctsts: but several townies concluded that the benefit of monarch is smallest to town and greater to scum, so not electing is preferable over electing badly
