1) amulet doesn't shatter, if passed to someone who has already had it the amulet does nothing, if the player holding it dies it is returned to amulet crafter
2) shattering the amulet no longer kills but it means it can no longer be passed and no longer protects, the AC has the option to shatter it to prevent the amulet being passed again

really doesn't affect things pretty much at all

it makes killing harder, but a) it's usually beneficial for town to 1v1, b) (what i was more thinking) town can kill if they can prot ac
it wasn't a super serious/thought out suggestion and i think i like yours more

Make manual shattering an end night action (only end night, not end day too)
