Ts: two things: 1) we've used this name before so a different one would be needed 2) this seems too easy to win with, I think 1/3 minimum
Overall I think a UAM like this one would be a good addition as it has the means to win built into the role (unlike many other UAMs that need to rely on cooperation of the other teams) and it also isn't a free win as other teams wouldn't want to lose their votes and thus would try to get rid of the Burglar

They will be unable to vote in the election vote until the Burglar dies. If the Burglar has successfully taken at least 1/4 of all player's ballots, they ascend and win. All players who had their ballot stolen will permanently lose their right to elect a player. If the Burglar dies, they lose and all ballots are returned to their owners.
