Partition the local Sync Data at the app level instead of the device level #91

Partitioning at the Device Level works great in Android because of the shared 
runtime.

In iPhone, due to lack of Inter-App communication, data is associated with the 
App and not the device.

Partitioning at the Device Level causes Conflict Management issues in cases 
where more than one app uses the same sync channel
