Ambilight disable RTX Video Enhancements (HDR and Upscale)

Bug description

When Ambilight is active on Edge (possibly other Chromnium engines), Nvidia RTX video enhancements don't work and are marked as "inactive"

Steps to reproduce the behavior

Enable RTX Video enhancement in Nvidia Control panel. Enable Ambilight Play a 1080p (or lower resolution) video in Youtube Notice that the RTX video enhancements are marked as "inactive" in Nvidia control panel, and that the upscaling quality is not good in Youtube when scaling video.

I understand this is kind of a specific issue and might not be fixed, but I wanted to report it we never know!
