chore: bump spotbugs to 4.7.2 #426

Motivation and Context

Updates spotbugs from 4.7.1 to 4.7.2. Changes are identified at https://github.com/spotbugs/spotbugs/releases/tag/4.7.2 - nothing we need, just keeping current.

I had hoped for a fix for https://github.com/spotbugs/spotbugs/issues/2126 but that was resolved after 4.7.2 was released, so its probably 4.7.3.

Description

Bump version in managed dependencies. No code changes.

How Has This Been Tested?

Unit tests only. That seems appropriate given its a build-time check.
