Motivation and Context

Checkstyle has a micro version upgrade (10.3.3 to 10.3.4). Changes are https://checkstyle.sourceforge.io/releasenotes.html#Release_10.3.4 and nothing I see of concern. This is just routine maintenance.

Description

Update to managed dependency.

How Has This Been Tested?

Just full build test. This is a compile-time tool, so that should be sufficient.
