Implement the lift mechanism controls #9

Driver shall be able to raise the lift mechanism to any position but limited from going beyond the top Driver shall be able to lower the lift mechanism to any position but limited from going beyond the bottom

System should be able to know the position of the lift mechanism from an attached sensor System should be able to know when the mechanism has reached the top and bottom positions from an attached sensor
