Increase form label text to 16px #413

With the new forms work we've increased the size of label text to 16px. This is now not sitting well with body text and list text sizes which remain 14px. We need to consider increasing all body text and list text to 16px.

Form labels are included in the new https://github.com/WestpacCXTeam/GUI-form-base module (styled using the new .input-label class)
