merge Headers and Footers into Templates #424

Headers and Footers are very much aligned to the Templates module and very unlikely to be used outside of the Template shell.

Additionally the new Sidebar panel in Templates is position fixed and requires the height settings from Headers module in order to render/position correctly. This new consolidated module approach makes sense.

We will deprecate Headers and Footers modules (which will be left at v3.0.0 and v2.0.0 respectively). These legacy versions will be found in the Deprecated section of the GUI-docs.
