Adds Cooldown information for skills (suggestion 3 in Issue #18) (with one alien head) image

Updated to work with the two calculateValue calls. Also added an interval to cache local items so we don't have to loop through the whole catalog every frame

Thanks a whole bunch for all these PRs though, it's more effort than I was willing to put in.
