CHANGES TO BE MADE IN THE REPO @shubhamfdsa 1 .make v1 and v2 testnet branch .

v1 will be only accessible by core team by signing a commit message
v2 have certain function like PR , commenting and other variable contributor flexibilities .
automation in the pipelines of gov-token repo .
protected tags after submission to review
setting up rulesets for the repo
automating the general action pipelines.
