Update animation #17

Update the Animation on Accordions and Tabs to turn off multiple simultaneous animation effects. Check to see how Reduced Motion can be set.

Animation updated for the Accordion in the Laurence's Sandpit Branch to prevent the open/close overlapping animation.

Animation for Accordion updated in the Laurence's Sandpit branch to remove the overlapping and snap into position.

I'm going to close this one for now, since none of the accordions have animations in them, nor do the tabs, so the bug is not valid within the same context.
