The camera does not remain static; it should follow the player in some fashion as they move about.

[x] As a player, when i move the PC the camera moves to keep focus on the PC, such that i can retain my focus on the PC, and view the environment around the PC.
Acceptance criteria
[x] As the PC moves, the camera keeps the PC in view, so that the player can always see the character they're playing as.
[x] The camera does not display a view port significantly off the side of the map, such that as the character approaches an area with nothing to be displayed, the camera comes to a stop to stay within bounds.
[x] If the player is attempting to move, but the PC cannot move, the camera also does not move, such that the camera cannot drift away from a stationary camera.
[x] It must be possible to (temporarily) disable this feature, such that it do not cause unintended side effects to scripted scenes, or cameras which don't require it.
