Documentation: explain how to run the program

In the documentation folder:

• have a file (?) that documents the process of running the program
• specifically: tools used (ruby on rails), and how to start the local server
• include images (?)

Also explain how a user would use whenisbest. Include demo from Fall 2016's presentation.
