Allow spawn groups to dynamically disable depending on monument tier

Currently, vanilla spawn groups can be dynamically enabled or disabled based on the topology tier of the monument they are located at, but spawn groups created by the plugin don't have this capability. Implementing this will allow generating more accurate profiles for the Breakable Monuments project.
