I have done a little more troubleshooting, I hope some of this helps. GetStage returns the quest as 0.00 for some reason. StopQuest doesn't seem to affect the SetStage command for me, I've tried it both for stage 25 (talk to kent) as well as stage 200 (return the Silver Shroud Coat to kent) after both of those the GetStage still came back as 0. And ResetQuest allowed me to get in to the room and Kent would say his first line, but it wouldn't actually trigger the dialogue options (I assume this is because of the nature of the ResetQuest command.)
