Counter does not increment when user signs #121

On both index and detail page, the counter is broken and does not increment. Please fix.

Confirmed, the vote counter for my petition is not incrementing: https://petitions.whitehouse.gov/petition/eliminate-gerrymandering-using-fair-open-source-and-reproducible-algorithm-draw-congressional-districts
