Switch to Fedora 30 repo for wslu #44

Do not merge until https://github.com/wslutilities/wslu/pull/88 is merged into master

@sirredbeard I see your statement about waiting until #88 is merged, does this get merged next?

I freshly installed the Fedore Remix for WSL and it is already using fc30 packages. I think this can be merged.

Yes, Fedora 30 are being pushed to PackageCloud.
