Hello,
Looks like this function is not implemented in WSL kernel. Is it WSL1 or WSL 2? If it is 1 can you test it with WSL2?
Regards
Its wsl2.

It works successfully on my WSL ,version 1.31.21 , both WSL 1 and 2。。 yesterday , when I install the new release 32.1.0 , it doesn't work ...
OK this is a very helpful information.
It will take time to catch the error and fix it. So I recommend for now if you can stay with Fedora 31. We will release soon Fedora 33 but I am afraid that this won't improve your situation.
thanks , maybe I will stay the old version.
Finally , Maybe I have a broken hwloc......... feel so bad. I will try my old version.
Could you try with the new kernel 5.4?
I have installed Release 33.1.1 Final .but it doesn’t work with my mpich program …. Maybe , hwloc and some others package caused it … So I tryied Fedora 31 , it worked.
