In-car, only future request. #2

I think there should be a true/false option in the config file to only allow the user to use the CAD/MDT command while in a car, as some servers may want officers to use the CAD only in the car, as they do in real life (IRL).

I plan to make a new version of this soon, which will include this feature. As the resource stands currently, I do not plan on adding this to the config until the new version is ready for release.
