any private entity that collect or processes personal data of its users with the user count exceeding minimum 2500 users. all government entities that collect or processes personal data

Private Companies: The proposed data mishandling law shall apply to all private companies that meet the following criteria:

Companies with over 2,500 users of their services, applications, or platforms. Companies that process, store, or transmit personal data, irrespective of the number of users, if the nature of their business inherently involves handling personal data.

Government Entities:

The proposed data mishandling law shall apply to all government entities at the local, state, and federal levels, including but not limited to government agencies, departments, and public organizations, involved in collecting, processing, or storing personal data.
