Needs language to prevent the dataset from being paywalled. The data should be available to the public for free.

@JamesAlfonse Stellar work getting everything merged together and relentlessly improving the Database! After further diligence, I segmented the underlying service code under AGPL from the raw source data under ODbL. How does this dual approach work for you?

LGTM! Great job adding details surrounding the licenses and instructions on how to contribute to the repository. Much more welcoming for visitors who are unfamiliar with Github but determined to help with the project. @JFWooten4
