Petition - Standardize Reporting in Filed Documents #2

There are many documents which public companies must submit, from quarterly / annual financial filings to more incidental ones. Although these documents must contain certain information, there aren't as strict controls around the order of information or about the language through which that information is provided.

The specific example that brought this issue up is that 10K filings must include the number of record holders - however, the phrasing and reference word has many varieties, like shareholder of record, etc. This has made it difficult to automate finding this data for the WhyDRS database.

The petition could seek to formalize phrasing and terminology and ask for the SEC to be more strict when it comes to these submissions. 10K record holder submission is just one example but there is other areas of leniency in how filings are organized which could be amended.

I've enabled discussions for this repo so that we can have a little more open chat about entire petitions. Thank you and @JamesAlfonse for doing such an inspiring job bringing some more building conversation into this organized forum. Please let me know if this helps for any more conversational ideation things (for a larger work) rather than a specific action item.

As with all community publishing, part of the quandary in organizing specifically to each repo becomes ensuring everyone has viability into what's happening. I think everyone does a stellar job connecting with the most relevant people on their own advocacy items. But I just want to keep that in mind for what a new member might see at first glance.
