We did not restrict this might be occasions where a staff member prefers to be contacted through another staff member in the event that his phone broke down or for personal reasons. We want to make sure that our product can be used in as many scenarios as possible and we felt that this was an unnecessary restriction. Hence we rejected this issue.

It is explicitly stated in your user guide that it's the staff phone number. This means it's their personal contact number. Regardless of whether their phone breaks down or what, they would still have a personal contact number otherwise it should be stated in the user guide. But there isn't a sentence that mentioned that. And this personal contact number should be unique realistically. Cannot expect all the staff to have the exact same personal contact number.
