not too sure if this is intentional but it is unlikely for a budget to be zero might be better to not allow it at all or have an "undecided" in the budget field

We want to account for projects that do not have funding/budget.

Can edit project to have 0 project budget

While the user cannot add a project with a budget of 0, it is possible to create a project and edit the budget to 0.

It is possible to add a project of 0 budget for example: addproj pn/GEA Project pb/0 pd/2022-01-01 t/Important

We let users input budget of 0 for projects since not all projects have funding/budget and they are needed to be sourced. Therefore this bug is rejected since it is possible to add project that have a budget of 0 and also edit them.
