Outpost feature request #350

I'm not sure how to label as I'm not familiar to posting on GitHub but this is a feature request.

I'd like to see if the outpost feature from the classic towny plugin would be eventually implemented.

Otherwise I really love the plugin. Works great! 👍

My idea about this: 1.- This function will only work when require_claim_adjacency is set to true. 2.- With /town claim outpost players will be able to claim a chunk not connected to the town mainland 3.- Outpost claims will have a static $$ cost set in the config 4.- Outpost claims will also use the town-level chunk limit as if it is a normal claim
