Chatlog Update Function #16

It doesn't look as though the update function on the chatlogs page is working. It failed to bring up new chats while refreshing the page did.

I've discovered some serious issues within the chatlogger plugin, that need to be addressed, and will probably require at least one new table, if not an entire restructuring of the way echelon plugins work.
