.htaccess blocks the entire install #30

the .htaccess file appears to block all access to the entire install, this needs to be reworked, but I currently know nothing about these files

there's a modified version that's distributed now, but it's black magic to me, and I'm not sure what it provides.

removed, as at this point in time, there appears to be no point to it, as well as IIS is now partially supported.
