rigid bodies getting stuck when character rotates in one frame, outside of combat. #3

Steps to reproduce:

1. Equip a cape or a cloak, such as one from "capes with HDT physics" mod or 
the cloak from "UNP nightingale bikini armor" (console: player.additem 000fcc12 
1) mod (both available on nexus).
2. When NOT in combat, face your character with the camera in 3rd person.
3. Walk or run forwards (relative to the camera).
4. Observe the rigid bodies getting stuck and shake.

Expected result:
The rigid bodies should move realistically, or consistently with other 
character movements, such as walking or running. 

Versions tested:
This bug has been reproduced with pretty much every version of HDT-PE, with 
Skyrim running at 60 fps. Please help :)
