Edits ocassionally fail, but there were a lot that failed here. In this case, it looks like the main reason was rate-limiting. We have some room for improvement on how batches of edits are handled, both to avoid hitting rate-limits in the first place, and to respond better when we do hit them.
During an edit-a-thon, users who enrolled via the P&E Dashboard were not automatically identified as part of the edit-a-thon and did not receive a message on their talk page with instructions. They made edits.
