Assignment templates should be posted on assigned articles

• Single instance per course. Each instance will show each assigned student.
• Replace old if it exists, append after other course template if it exists, append after other templates at top if they exist, otherwise add to top

Assignment tags are updated on the following events: 1) Assignment is created (either assignment or review) 2) Assignment is removed (either assignment or review) 3) User is removed from course 4) Course with assignments is deleted (should be very rare)
