500 error on /surveys when user is logged out #777

Both survey preview links and the survey root cause errors for logged out users. https://sentry.wikiedu.org/wikiedu/staging/issues/442/ https://sentry.wikiedu.org/wikiedu/staging/issues/467/

The latter only happens at /surveys.

This is fixed for viewing specific surveys, but still causes a 500 error if you visit the surveys admin page: https://dashboard-testing.wikiedu.org/surveys
