Provide feedback when being throttled by SharePoint #6

As a user I want to be informed when WikiTraccs is being throttled by SharePoint.

Current behavior: Currently there might be wait times of a couple of minutes where nothing happens.

Expected behavior: I see that the wait is due to throttling.
