Add station name to observation popup #1095

This attribute does not exist, will update when it is added to the api

In MMW, the balloon that pops up for each point only shows the station code (i.e. USGS 01463500), however, Vizer has access to the code and the name (i.e. USGS 01463500, Delaware River at Trenton; http://www.wikiwatershed-vs.org/Explorer?action=oiw:fixed_platform:USGS_01463500:observations:H1_Conductiv).
