Update SSL certificates for:

staging.portal.bigcz.org
*.staging.portal.bigcz.org
portal.bigcz.org
*.portal.bigcz.org

The reason these links are breaking is because bigcz.org no longer seems to be owned by the same folks. It was re-registered 10 days ago, on January 22nd, 2024:

and now hosts markedly different content:

Because different people control the domain, the subdomain portal.bigcz.org no longer points to us, and thus our SSL certificates can no longer be verified.

If the bigcz.org domain is gone for good, we should remove all support for portal.bigcz.org in MMW.

Emailed clients, awaiting response.

Support will be removed as part of #3613.

I'm going to manually remove the affected certificates from AWS.

The SSL certificates and provisioning pieces have been removed.
