Make the Wikidata module shine #337

Closes #296 .

Main changes:

totally delete CLI commands, no more useful;
delete unused code;
move out legacy code to scripts/legacy;
random wait time for concurrent SPARQL requests, see f4a447b;
use yield from statement, see 8532d79;
pack get_data_for_linker redundant parameters, see a6b2005;
request sanity check in _process_bucket, see 7e69168;
API credentials file: handle when missing, add WIKIDATA_API_USER key (the user name was hardcoded), see 7e69168
