Rotten URLs for catalog providers #423

This (tiny) PR updates the URL sanity check functionality. It introduces two features:

  1. dump text files with rotten URLs, to be sent to catalog providers, see #150 and #151
  2. don't delete rotten URLs from our DB by default, add a boolean CLI flag instead
