Fix styling of ToC (and remove numbers) #19

Is there a way to get rid of the numbers in the Table of Contents when not relevant, eg on these pages https://wikimedia.org.au/wiki/Wikimedia_Resident_and_Scholar_Program https://wikimedia.org.au/wiki/Publications
