Internationalize site name and email in footer #23

Use messages for these strings. A new message "MediaWiki:site-email is used for the email address.

Note: the previous keys were not working as they were not being outputted in a template.

Is this a new 1.36 thing? Because we need to support 1.35 for the time being.

The magic message syntax should be supported in 1.35.

We can always add a shim for 1.36 for anything missing, it's just data at the end of the day :)

I've done this separately, with messages for email and full-title.
