Please check whether loading new municipality can be made faster.

@pixelhaufen is there maybe an option to implement caching in the backend? Currently the request to the backend takes at least 5 seconds (the more entries the longer).

added some indexes in the database and it seems to run quicker (however inserting data is slower now...)
