valid suffixes for audio and video files

• https://commons.wikimedia.org/wiki/Commons:File_types#Video: Ogg (.ogv), WebM (.webm), MPEG-1/MPEG-2 (.mpg and .mpeg extension).

• mp3: Commons currently only accepts MP3 uploads by users with Autopatrol or higher rights, due to concerns about the capacity of the community to monitor for copyright violations. So this is not for all. But if it is uploaded it is an audio.

There is no .spx-file on commons (I could find). So I have no way of implementing and testing support for this.

New supported files are:

• .wav
• .flac
• .ogg
• .oga (not in the list but in reality)
• .opus
• .mid
• .mp3
• .webm (audio & video)
• .ogv
• .mpg
• .mpeg

Tested with Chrome, Firefox, Safari & Edge. I will leave the test-files in the jurytool until tuesday.
